It is the manufacturer’s responsibility to carry out a conformity assessment, establish a technical file, issue the EU declaration of conformity, and affix the CE mark on the product. Only then can the product be traded on the EEA market.
If you are a manufacturer, you must follow the 6 steps below to affix the CE mark on your product:
- Identification of applicable directives and harmonized standards
- Verify product-specific requirements
- Determine whether an independent conformity assessment is necessary (by a notified body)
- Test the product and check its compliance
- Draft and provide the required technical documents

These 6 steps may vary from product to product due to differences in conformity assessment procedures. Manufacturers are not allowed to affix the CE mark on products that do not fall within the scope of the directives that require the affixing of the CE mark.
For products with higher safety risks, such as gas boilers, manufacturers cannot independently check their safety. In these cases, an independent organization, in particular a Notified Body designated by the national authority, must carry out the security inspection. After the manufacturer has followed these steps, the CE mark can be pasted on the product.

- The applicant company fills in the application form, provides information, application form, product instruction manual and technical documents;
- The institution evaluates CE certification inspection standards and CE certification inspection items and quotes;
- Apply for the company to confirm the project and send samples;
- The laboratory conducts product testing and reviews technical documents;
- After the product has been tested and the result meets the requirements, provide the product test report or technical structure document to the applicant company, and issue the CE certificate after passing the test;
- The applicant company signs the CE declaration of conformity and affixes the CE mark on the product.
