Simply put, the IPPC mark is an international convention, wooden packaging with the IPPC logo means that in accordance with the provisions of the implementation of the decontamination treatment and qualified, do not carry harmful organisms.
Interpretation of the IPPC mark
IPPC XX-00000 YY:
- XX for the International Organization for Standardization (ISO) country code, country code for CN;
- 00000 for the exporting country or region of the official phytosanitary institutions approved by the wooden packaging production enterprise number, China’s outbound wooden packaging logo 00000 for the 2-bit customs code + 3-bit running number;
- YY for the treatment mode code, such as heat treatment is HT;
In the IPPC mark, the left side is the symbol of IPPC mark, the right side CN represents China, 31016 is the enterprise code of the marking. HT represents that the decontamination treatment used is heat treatment, and if it is MB, it represents methyl bromide fumigation treatment.
Why need the IPPC mark ?
Wooden packaging has become the main carrier and support for international cargo transportation due to its advantages of high strength, good toughness and recyclability.
However, wooden packaging is also a major carrier for the cross-border spread of forest pests, which can transmit a wide range of pests such as pine wood nematodes, aspens, termites, tubeworms, tree bees, bollworms and weevils. Since 1998, some major trading countries have required exporting countries to quarantine and issue phytosanitary certificates for outbound wooden packaging.
Due to the fact that wooden packaging in international trade involves many types of goods, many enterprises and large batches, it takes a lot of administrative resources to quarantine and issue certificates for each batch of wooden packaging according to conventional quarantine practices.
For this reason, IPPC member states through consultations finally reached the 15th international standard for phytosanitary measures. As long as the wooden packaging in international trade is treated with pesticides and labeled, it is no longer necessary to quarantine and issue certificates for each batch of wooden packaging. Member countries recognize each other’s labels, and only the IPPC mark needs to be checked at the time of entry, and there is no need to check the phytosanitary certificate.
IPPC mark is the international trade in wooden packaging “pass”.

What packaging needs to be applied IPPC mark?
- Used to carry packaging cushioning to support the reinforcement of wooden materials, including wooden crates, wooden boxes, wooden pallets, wooden frames, wooden barrels, wooden shafts, wooden wedges, cushions, sleepers, lining wood;
- By synthetic or by heating and pressing and other depth processing of wood materials for packaging, which includes plywood, particle board, fiberboard, etc., thin board rotary core, sawdust, wood shavings, shavings;
- Thickness equal to or less than 6mm wooden materials;

What are the customs requirements for outbound wooden packaging?
Customs on the outbound goods using wooden packaging to implement random inspection and quarantine, found to be non-compliant, are not allowed to leave the country.
In the U.S., all imported wooden packaging materials need to comply with the ISPM15 standard and be labeled with the IPPC mark.
In addition, the U.S. also provides that all wooden packaging materials must be subjected to heat treatment or chemical treatment before export to ensure that the imported wooden packaging materials will not cause damage to the local ecological environment. Therefore, when conducting U.S.
import business, it is necessary to comply with the relevant regulations.
However, the production process of some wooden packaging has already met the conditions of decontamination treatment, and it is no longer necessary to specifically implement decontamination treatment. For example, all by plywood, particle board, fiberboard and other man-made board made of wooden boxes, wooden pallets and so on.
Or all by the thickness of less than 6mm below the thin board (including shavings, wood shavings, etc.) made of, or in the production process after the treatment of wood packaging, such as wine barrels, wooden gift boxes, etc..
